Priscille Manlan is the Founder and Board Chair of She Rises Foundation, a nonprofit organization dedicated to empowering women and young mothers experiencing hardship, trauma, housing instability, and other barriers to self-sufficiency.
With more than eight years of experience in Human Resources, leadership, and organizational management, Priscille brings a strong professional background in employee relations, workforce development, recruitment, training, benefits administration, policy development, and organizational operations. She has served in Human Resources leadership roles, including HR Manager and HR Director-level positions, working with employees and organizations through complex workplace and life challenges.
Priscille holds a Bachelor of Business Administration in Human Resource Management and a Master's degree in Leadership and Management. Her professional experience, combined with more than a decade of bilingual English-French interpreting and language-access work, has strengthened her commitment to ensuring that individuals from different backgrounds are able to access opportunities, services, and support.
Her leadership extends beyond the workplace. As an entrepreneur, community advocate, mother, and caregiver, Priscille has firsthand experience navigating many of the systems that families depend on, including healthcare, childcare, education, employment, and community resources. These experiences gave her a deeper understanding of how quickly women and families can become overwhelmed when adequate support systems are not available.
That understanding became part of the foundation for She Rises Foundation. Priscille founded She Rises with the belief that women facing difficult seasons need more than temporary assistance — they need a pathway forward. Through programs focused on transitional housing and housing stability, workforce development, financial literacy, family and parenting support, health and wellness navigation, education, language access, and community resource connection, She Rises Foundation works to help women rebuild their lives with dignity and confidence.
Her long-term vision is to develop a comprehensive support system where women and mothers can find safety, stability, education, employment opportunities, family support, and the resources necessary to become self-sufficient.
For Priscille, She Rises Foundation is more than an organization. It represents a commitment to ensuring that women facing difficult circumstances know that their current situation does not have to determine their future.

She Rises Foundation begins as a grassroots effort to serve women and families in Maryland and Delaware.
Launched first community support programs, serving dozens of families.
Expanded programs to include workforce development and financial literacy training.
She Rises Foundation officially recognized as a 501(c)(3) nonprofit organization by the IRS.
Continuing to grow — building career pathways and deeper community partnerships.
